Because the concept of "role-playing" is intentionally general which makes it difficult to determine what this new take on an WWE game might look like. MyRise's MyRise career mode in WWE 2K22 was plenty right when it came to telling a compelling story.

There is a chance that the WWE believes that it could be an independent, narrative-driven game. However it's possible that this "role-playing" game might become a mobile title with a minimalistic design comparable to "Episodes" that is more akin to a visual novel than a modern, AAA game.
